The proposal to build a combined cocoa growing and processing, a chocolate manufacturing plant and tourist facility on the site of the Mossman Mill necessitated a master plan of the entire site. Careful analysis of the site led to a plan that:
- Extended an existing internal road to create a strong new axis through the site.
- Placed the tourist facility on a knoll overlooking a rainforest bound creek.
- Provided an area for a Cocoa plantation.
- Managed stormwater with retention and artificial wetlands
- Organised the cocoa processing and chocolate manufactuiring facility around road and cane tram links.
- Included an industrial subdivision.
- Divided the large site into distinct precincts with defined character and landscape.
- Rationalise the area the mill used.
- Provided public parkland and improved public access.
